Sorry, I don't think you can apply for that unless you transit in PRC for less than 24 hours.0

I will flight from los Angeles to goungzhou, then Vietnam. I stay in quongzhou's airport less than 24h. so how can I apply for a free stay visa permit?0

If you don't get out of the airport, you needn't apply for the stay permit. If you plan to get out, then you can apply for it when you arrive at the airport.0
