Taking cab from Guangzhou Provincial Bus Station

There is any taxi stand at Provincial Bus Station? I read that there are many people touting there?

Yes, there were many taxis touting there before. In the end of 2012, I heard most of them were punished and driven away. However, I am not sure whether they are getting back again.
