About:72-Hour Visa-Free Transit

Russian Coming back through China

I am travelling back from the Phillipines through Guangzhou to Moscow. Stopover time is 24 hours and I would like to leave the airport. I have been told by some people that I need to get a visa and others that I don't which is correct. According to here I don't but have been told in other places I have too.
