You should apply for a Chinese travel document from Chinese consulate in New York in person.

If you are a HK permanently resident with HK ID card and born in Hong Kong or China, then you can apply for a 10 years China entry-exit pass at the China Travel Centre in their Mongkok main office, Hong Kong. It take between 3-10 working days depend on the fee you paid. This China pass allowing you to stay and work in China almost like a local.
I am holder of a UK and HK passport, born in HK and visit China by using China's pass few times a year, but once you are inside China you will be subject to the China's local laws and orders and not treat as a foreigner. (the above information for your reference only)
