Shanghai visa application on arrival?

We would like to use the free exemption for a 23 hour stopover in Shanghai (route Tokyo- Shanghai Hongqiao-Taipei). We have UK and Brazil passports. Paragraph 3 above says that we should inform our airlines in advance, but when I spoke to our carrier (China East) they declined to take our names and said that we could just apply on arrival at Shanghai. Which is correct?

Previously, you should do that. But you needn't inform your airline now. You just need to apply for it on your arrival.
