Visa for a non resident belgue

Hello
Good morning
I have a Belge guy who must get his Chinese visa in Brussels. He lives in Brazil, but was requested to go to Norway soon for a trainning course - which didin´t allow us to have time to get it here in Rio de Janeiro.
What are the documentation he need to start the application?
How long does it take to be stamped on his passport? Can we apply as a urgent?

Thanks for your attention.

As I know, it is now very difficult to get a Chinese visa in a third country, unless he works or resides there. Anyway, he can apply in Brussels. If visiting for business purpose, an invitation letter from China is required. Other basic requirements are passport, application form, photo, round-trip ticket and hotel booking.
