Sorry, I don't think you can do it without getting back home. According to the requirments, the applicants have to apply for it at the designated outlets in Philippines. You know, they need to scan your fingerprints and take a picture at scene. If you don't present yourself there, how can they do it?
If you still have doubts, I think you may ask help from the embassy of Philippines in PRC.0
