Lithuanian citizen, US green card holder - applying for PRC visa

I live in the US. The green card is expiring in 5.5 months. Just filed for renewal. Can I get a tourist PRC type in the US, providing a copy of the green card and the renewal form? I understand that the Green Card should not expire for 6 months.

Alternatively, can I apply for the Chinese type in Lithuania (country of my citizenship), as i am planning to travel there anyway.

Yes, you can apply for it in Lithuania. But I am not sure that if you can get one successfully from the embassy or consulate in the US. You might confirm this with the consulate in your area.
