Who built or created the Temple of Heaven?

It's said that it was built under the order of Emperor Yongle in the Ming Dynasty.

Workers would of built the Temple of Heaven during the reign of Emperor Yongle. They were probably made to work/build it by the emperor and his advisors/helpers.

This means no one person build the Temple of Heaven by themselves but it was built in around 1420 by workers.
