visa on arrival

I am US passport holder and am American Citizen currently in India . Can I get VOA at Kunming from Kolkata . I intend to visit Shanghai area and Shandong area for 4 to 5 days to negotiate purchase of machinery .

No, you should apply for it in advance in India through CVASC.
