How soon before travel can I apply for a double entry visa

We are going on a cruise in January 2014, which includes a visit to China in March. We have been told we need a double entry, what I need to know is how soon before we travel should we apply for it? I have been told that we cannot apply until 6th December is this correct? Any answers appreciated
