Does travel agency shoulder visa for shenzhen?

Hi, im from the philippines and my friends and I were planning to get a Travel Agency that offers SZ tour. Do they process the visa for us?

Generally speaking, the tour agency will not do this, but it is suggested to ask the tour agency to confirm.
