is transportation provided between pudonghong qiao airports on china eastern flights

Question

I am considering buying a ticket to fly to Japan with a stop over in China. The Flight from Phnom Penh Cambodia lands at Pudong Airport. Then it says the next leg (connection) departs  4 hours later from Hong giao airport, both are China Eastern flights. Is the bus service free for such a ticket?

The shuttle bus operated by the airport between the two airports are charged. I am not very clear about whether the China Eastern Airline provides free shuttle bus or not. For this issue, you may ask the airline company directly.
