Is transportation provided between Pudong and Hong qiao airports on China Eastern flights

I am considering buying a ticket to fly to Japan with a stop over in China. The Flight from Phnom Penh Cambodia lands at Pudong Airport. Then it says the next leg (connection) departs 4 hours later from Hong giao airport, both are China Eastern flights. Is the bus service free for such a ticket?
