About:China Postal Service

why was my package deliverd to the wrong place

the shipper had used the correct address it was shipped form shanghai it ended up in new York and that's not where I live and when I track from usps it says its preparing to be dispatched what ever that means been saying it for over 10 days now but it says successful delivery in new york
