Availability of Taxis in Shanghai and Suzhou

I am scheduled to spend 6 months in SH and Suzhou from January 2014 onwards however, can you tell me if there are central locations in SH/Suzhou where you can obtain a taxi without hailing one? Currently in Singapore most shopping malls and hotels have taxi queue's which have continuous streams of taxis.
