What can my parents do to live permanently living in PRC?

My parents are 76 years old, Australian passport holders, they are both from PRC.They want permanently living here.

If they want to say in PRC permanently, they have to acquire the permanent resident cards. However, it's too difficult to get this one. It's said that only around 200 people can get their PR status per year.
