I'm mexican, currently living in China. My husband work permit is not Ready so I have a tourist visa

And I have to go with the China police every 30 days to make an extension.
I was also planing a trip to India, and I give my passport to an agency here in China to arrange Indian visa. It is time for me to go to te police again and my passport is not back yet!
They say Indian embassy was not working yesterday and there is some delays. Do you know what are the actions of Chinese governments with this? Any Fee?
