chinese visa from thailand arriving on VOA

As mentioned above person should have residences permit or thai visa. so thai VOA can get chinese one from thailand. i am Indian citizen resident of Oman. HERE THIS WEEK EMBASSY IS CLOSED for week. I need to attend exhibition So can I get from thailand thanks
