How did Kubilai rule/improve the Yuan Dynasty?

The emperor established the Xuanzhengyuan, a top-level administrative department and Zhongshusheng (Department of Central Governing) for the political purpose. In order to boost the economy, he rebuilded the Grand Canal and dig some rivers. He focused on the agriculture and popularized the cotton production technology.
These are all the aspects I know what he did to improve the region.
