I would like to have my M in a same day , how much I have to pay as a fee ? Time of submission application and  time of giving.

Yes, you are right, an M is ok. Documents on the commercial activity issued by a trade partner in China, or trade fair invitation or other invitation letters issued by relevant entity or individual is required for application. Office hours for application:  9:00 –12:00am on working days. But I am not sure is same day processing available now. Please contact the embassy directly for more information.
