Dutch passport holder on UAE visit visa needs tourist L for China

Hi,
I would like to go visit a friend which means i need a tourist L. Where i should go to apply for it? will I be able to get it in Chinese Embassy in Dubai?
I would appreciate if someone could help me and answer my question at the earliest.
