Transfer from Intl Air China flight to domestic CZ flight at Shanghai Pudong airport

What is the procedure and can we skip some of the steps if we have no luggage to pick up?

The procedure is: After arrival - International Arrival Access - Joint Inspection, Quarantine & Immigration - Confirm Onward Boarding Pass at the Transfer Counter - Security Check - Domestic Waiting Hall - Boarding
