Is last week of February a good choice to visit Beijing and Shanghai?

It is just so so to visit Shanghai, but I do not think it is a good time to visit BJ.
It will be cold in BJ and the average temperature is around -6 to 4C in Feb. For shanghai, the average temperature is around 3 to 7C.
