Dom-Intl Transfer at Beijing capital airport: inboud from HEF at 10.00 (T2), outbound to GVA at 13.25 (T3)

We fly from Hefei to PEK on Oct 20, landing at 10.00 at T2. Outbound flight to GVA (CH) is at 13.25 at T3.
Is this enough time to transfer?
How common is that domestic flights are late? and if so, what is the range of delay?
