Where is my package !! tracking number RB487493599CN

I placed order on 8th September. It is now 3rd October and still have not recieved. Bought from Dhgate.com China seller name Kate and Kevin. Tracking stopped on 23rd september. Why is this and why is it taking so long. It missed my friends birthday!!
