Spanish citizen in Italy

Hello! I am a Spanish citizen who has the Permesso di Soggiorno. I plan to do an internship in beijing for the next 6/12 months.Would it be possible to get the M visa in the Chinese embassy of Rome? I already have an invitation letter from the company.
