Can I apply for Q2 visa in Hong Kong?

I am a former Chinese citizen now a Singaporean and wish to apply for the new Q2 in Hong Kong. Can I do that? How long does it take?

I think you should apply for it in Singapore. Recently, HK has tightened its policy. It says the applicants without HK residents can't apply in Hong Kong.
