Is there any public transport facility from Xining Airport to the railway station?

Yes, there is. Take shuttle bus to CAAC Ticket Office, which is around 2-3km from the local railway station. So upon your getting off, take a taxi to reach directly.

To take the taxi directly, it costs CNY100 or a little more.
