About:Chinese Embasy in Ireland

Does Dublin Consular Office accept Credit Card or Euro?

I read on the Embassy website that they would like payment as a bank draft issued by Bank of Ireland or Allied Irish Bank. How do I acquire this and will they not accept Bank Cards or Euros? I don't have an Irish Bank Account so I can't issue a check.
