can i bring my 2 small dogs on flight from hong kong to shanghai?

I will be coming from USA to Hong Kong first,  then need to pick up a flight there to final destination in Shanhai.  The reason for this is to avoid the Shanghai Pet Quarantine.

yes, you can, but don't think you can avoid the pet quarantine upon arrival in Shanghai.

Actually, you can come through Hong Kong or guangzhou where they don't require quarantine; then you can bring your pet into Shanghai w/out the quarantine.  There are many posts about this.Thank you for your quick responsed; is there a suggested animal friendly airline out of Hong Kong?
