i was in china for business in 2007 with the old passport,if i want to obtain a M type with the e passport,do i need to present the old one? and then would like to know the charges fee for the M type.

Yes, you have to provide a copy of the old one's information page and prervious Chinese visas. A single entry one costs 5000 Nigerian dollars for ordinary service, 9000 for express service and 11000 for rush service.
