I think the cheapest method is take a train from NC to reach Nanjing first and then take the long-distance bus to reach Nantong.
Upon reaching Nanjing Railway Station, you can take a taxi to reach the Nanjing Zhongyangmen Bus Station where you can find the frequent and direct buses to reach Nantong.
