can someone help me and tell me where a good place is in Shanghai to buy jade

what is the price of jade should I bargain for ?

The local City God Temple area to have a look and there you may find many different kinds of shops selling jade articles.
The price of jade articles bought from there is fixed, but the quality can be asured. They are all high quality products.
