About:China Visa Application in USA

If I entrust another person, do they need any type of paperwork to be able to bring my application?

Do I need to send a letter or anything allowing them to turn in my application? Do they also have to pick it up or can you FEDEX it back to me in Florida?

No, they can just submit your application and then pick it up for you with the receipt (pick-up form). There is no mailing back service. Or you can ask him to mail it to you after he gets it.
