About:Taiwan Weather

Plan to go on a round trip n Taiwan in Dec. right thru Jan. Will there be rain?

As travelling will be thru hilly roads, is it dangerous to travel on wet road? How is the road condition there?

Yes, rainy days may frequently happen during Dec. through Jan. with light rainfall though. You should be very careful to travel on the hilly roads.
As for the road condition, what is your main destination there?
