tourist visa letter

I have a business type and will come to China in November.  A friend wants to travel with me. Who would she get a tourist type letter from? Any suggestions?

If she has any friend in PRC, then her friend can send her the invitation letter. It doesn't matter if she doesn't have the invitation letter. If she doesn't have one, she needs to provide round-trip air tickets and hotel bookings in PRC.
