Documents required are:
1. Filled PRC passport/travel document form and three photos (48mm×33mm)
2. parents’ passports and ACR I-Cards (original and copies)
3. parents’ marriage certificates (original and copies). If parents get married in Philippines, they have to provide the receipts given by the certificate issuers.
4. original birth certificate and receipts given by the NSO.
5. parents’ declaration, in which parents agree to apply for the passport for their children. If one of the parents is from Philippines, parents have to provide a written proof that they are willing to give up their children’s nationality of the Philippines and they will burden any legal responsibilities regulated by laws
6. other documents required by the embassy.

Please be noted that one parent (at least) and his/her child must present at the embassy. If they don’t get the passport within a year, the application is automatically void. The passport will be destroyed and the applicants will have trouble when they apply again. It take a month to deal with your application (no rush or express service). It costs around 3000 pesos.

Sorry, I am afraid not if she is illegitimate. Because China is now very strict in this issue.
