Can i apply business visa at songkhla chiness consulate ? how long it take?

i have plan to inspection the machine that i have ordered in WUXI, but i intended to get off the flight at shanghai get the bullet train from Shaghai to WUXI.
I am now in songkhla southern of thailand, Can i apply it in Songkhla chiness consulate?
how long it take to get approval, i may probably get an invitation later from the company i have due with,
