About:Hong Kong Visa Policy

With the new regulation can I apply for a CHINESE EXPRESS VISA (delivered in one day) in HK?

Does CTS counter in arrival hall A still provide it? How much will it be approx? I have a Spanish passport and I will arrive to HK next week.
