Hi, it is best to stay in Shangcheng District or Xiacheng Distric, both of which are convenient for shopping, dining and traveling. If you don't mind, I suggest you stay in a hotel near Wulin Square, near which the transportation is most convenient. West Lake and Mt. Putuo are the must-see scenic spots in my opinion. For shopping, it is best to go to Yan'an Road and Hefang Street.
