If you are residing within consular district of Chinese embassy in KL, you should submit your application to CVASC in KL. Online appointment at CVASC's website is required. You can also entrust someone else to handle your application if you can not go in person. You did not mention what is your purpose of visit, so please refer to website of CVASC for requirements.
