Do you also pay at the East Tsim Sha Tsui Station when passing from Tsim Sha Tsui Station, HK?

From the Tsim Sha Tsui Station, I will be passing through East Tsim Sha Tsui to go to the Avenue of Stars. I will be surrendering my Octopus Card and I would like to ask if it is still needed or will I still pay at the East Tsim Sha Tsui or I can already get my refund and surrender my card from the Tsim Sha Tsui Station?
