How and Where I can get the Pearl Card (Ming Zhu Ka) in Dalian?

I think the Pearl Card is good for a tourist that I don't have to worry about the coin or bank note that I'm not familiar to. But I tried to find some information about the card, but I cannot find it. I just want to know if I want a Pearl card, what should I do? and can it be refund when I go back home?
