Singaporean visit Tibet

I read that a Chinese Visa is a must prior applying for Tibet permit. However, as a Singaporean is allow to visit China without visa for 15days, so does a Singapore still need a Chinese Visa before applying a Tibet permit?

I think you need to contact a Chinese travel agency for this. As I know you can apply for a Tibet Travel Permit directly without Chinese visa.
