I live in Winnipeg and I need to renew my Hong Kong passport. Can I mail my application to Toronto?

It will be very hard for me to fly to Toronto twice. Do I have to submit the application in person and then pick up the new passport in person? Is there any way that I could save one trip to Toronto?

I do not have any friends in Toronto so I cannot authorize someone to pick up the passport for me (even if this is an option).
