I am from Myanmar and currently working in Dubai !! I have transit in Hong Kong for 13 hour !! And my ticket is return ticket to Dubai as well !! Thank you .

Yes, you can apply for one from the HK Immigration Department directly. It costs around HK$84. You should submit your passport, a recent passport size photo, a copy of your passport information page, your flight ticket for Dubai and a filled application form (ID1003A).
