X Visa in Hong Kong/ Physical examination ?

Hi,

I am currently in Shanghai under an F but I have been accepted to a university in mainland for a period of 1 year.

Can I apply for X in Hong Kong ? How long does it take ? Do I need to take the medical examination in order to get it or can I do the examination later when I arrive there and when I want to apply for residence permit ?
