may i apply visa on arrival in shenzhen?

I'm an Indonesian citizen and every years visiting china for 3 - 5 times. But at the moment my multiple one has been expired and I have not time to apply the new one at right now. In the near time I want to go to china ( shenzhen ). May I apply VOA in Shenzhen ?

I think it's possible for you to apply for it. But it's really difficult to ensure that you can get it successfully. After the implementation of the new Entry and Exit Regulations on Foreigners, some policies might have changed.
