About:Chinese Consulate in San Francisco

Visa (L) application

I am a resident of Georgia, visiting family in San Fransisco, visiting Dalian for a short study trip for 4 months. Can I apply L at San Fransisco Consulate?
I can provide San Fransisco address of my son, who is resident of CA.
