Beijing 72-hour Visa-free Transit: Badaling and Mutianyu within Beijing area?

The regulations state that visitors are not allowed to leave Beijing to other cities during the 72-hour free period. Is it legal to travel to Badaling and Mutianyu to see the Great Wall?
